Despite the size of the vote, opposition to the charter is fierce among rights activists and has brought together old enemies. Chérifa Kheddar is the head of Djazaïrouna, an association of victims of terrorism. Nacéra Dutour leads an association that works for those who disappeared at the hands of the state or its agents.
Any ethnic (or confessional) state considers the non-dominant ethnicity as a threat, and aspires to its disappearance through more or less violent means.

On November 29, 1947, the General Assembly of the United Nations decided to divide Palestine into a Jewish State and an Arab State, and a special international zone for Jerusalem and the holy sites. The Arab world refused and, on May 15, 1948, intervened against the Jewish State that was proclaimed the day before.
